Introduction
GIBB’s Roads and Highways Services Sector provides a comprehensive range of services that include traditional consulting services (design, procurement and contract supervision), Public Private Partnership (PPP) solutions and asset management services. This includes high capacity freeways, interchanges and bridges, airport pavements, rural roads (including low volume and haul roads) and municipal infrastructure. The team is supported by transportation and traffic engineers, geotechnical
and material engineers and other specialists.

Specification
You will be required to successfully manage the Transportation (East) department and team, complex projects, ensure business development and client retention, while applying relevant GIBB systems and processes.

In this role, you will be required to:

Core Purpose of the Job
•Ensure business sustainability, including the achievement of financial and growth targets, employee satisfaction and development
•Implement and coordinate technical projects, including marketing, staffing, management technical and financial issues to projects
•Apply and manage the Quality System
•Manage performance, training and mentoring of subordinates
•Source new projects and clients and ensure 100% client satisfaction and manage project risk

Quality Management System Authority
•Specify or identify the resources required as necessary to implement the Quality Management System within their Sector Unit;
•Ensure that staff are adequately qualified and trained to ensure that the Quality Management System and Clients’ Contractual requirements are fully understood and implemented;
•Develop and maintain, as required, sector plans and technical guides to ensure that quality goals and client satisfaction are consistently met;
•Initiate action to identify and eliminate the non-conformities relating to organisational work processes and the Quality Management System;
•Appointment of the Sector Unit Quality Administrator to facilitate sector support;
•Facilitate quality improvement initiatives within their sector units; and
•Evaluate reports of non-conformance, prevention, and corrective actions, within their sector units.

Functional and Operational Requirements
•Provide financial, marketing and general administrative leadership of the Sector Units;
•Align Sector Unit plans with Company Strategic Goals;
•Develop strategies and implement consultation with GMs to achieve agreed fee targets;
•Achieve Sector financial plan (as may be applicable within the different national sectors) in terms of net fees, gross profit margins, operating income, operating income percentage, overall project profitability, multiplier and WIP and AR days.
•Ensure that the Staff Development Strategies are met within their Sector with respect to Transformation (employment equity targets), Training and Development, Staff Mentorship and succession planning;
•Manage employee performance and ensure that all Performance Appraisals and individual Target Setting have been completed effectively within the Sector Units by due dates
•Manage staff turnover, staff utilisation, staff leave plans, future staff requirements and project workload forecasting (project resourcing) in consultation with Technical Executives;
•Risk Management: Minimisation of liabilities to GIBB and reporting of any adverse or unusual circumstances to the respective General Manager and Chief Commercial Officer;
•Financial review of all contracts and review of projects in trouble with associated recovery plans in association with Technical Executives;
•Manage all direct and indirect costs within their respective Sector Units;
•Ensure that all Panel Registrations are updated on an annual basis within the region.
Requirements
You will attract our interest if this describes you:

 BSc/BEng/ BTech Civil Engineering
 Professionally registered as PrEng/PrTech (ECSA) (preferable) (PM)
 Minimum 10 years’ experience, 4 years as a Team and Project Leader (registered) (PM)
 Minimum 12 years’ experience, 4 years as Project Leader (unregistered) (PM)
 Minimum 12 years’ experience (Technical)

Since GIBB has a presence in many African countries, you must be willing and able to travel both within South Africa and into Africa. As the Sector Unit Manager for the Eastern Region you will be required to travel between the different offices.
