The ECF RISE Research Manager will report directly to the ECF RISE Program Manager, and will be based in Dar Es Salaam or Mtwara. The individual will provide leadership in the design and execution of the RISE research protocol, actively seeking technical support in nutrition and research design from HKI’s headquarters (HQ) and Africa Regional Office (AFRO) teams. Externally, the individual will reach out for input from key partners in Tanzania, notably the CARDNO, Tanzania Food and Nutrition Center (TFNC) and the National Institute of Medical Research (NIMR) . S/he will follow all applicable HKI/Tanzania financial and operations regulations.

Specific Responsibilities

Technical Leadership

•Function as the principal technical leader for the ECF RISE Program through his/her own knowledge and network of technical experts in fields related to the various aspects of program.
•Ensure alignment of all project activities with the established logic model and Performance Management Framework (PMF): ensure the research integrity and quality of the implementation research across all research arms including the M&E planning and implementation;
•Work closely with the Regional and HQ-based technical support teams to ensure the design, planning, and implementation of the project research component, including the baseline and end line surveys and the M&E activities;
•Work with experts from HKI’s AFRO and HQ teams, TFNC, NIMR and with ECF advisors as requested, to flesh out the research protocol, sampling frame, develop data collection instruments, a quality assurance plan, analysis plan, and human subject protection guidelines;
•Develop the baseline and endline data collection plan, attain IRB approval for the research, and train and supervise enumerators in its execution, seeking input from HKI/Tanzania Country Director, AFRO and HQ teams and with the RISE Program Manager;
•After collection is complete, create cleaned, labelled, and well-documented research datasets, in alignment with HKI’s data management policies, and conduct statistical analysis to test the research hypotheses, including descriptive statistics, simple and multiple regression models, controlling for clustering, attrition and appropriate covariates and confounders, and ultimately using difference in differences estimates to assess program impact;
•Ensure exchange of relevant information with the Ministry of Health, Cardno, and other implementing partners and donors engaged in health and nutrition sectors;
•Comply with HKI and host-country Institutional Review Board policies, and with federal, state, international or local laws applicable to the site of the research, including protection of human subjects;

•Provide timely and regular technical support to country level team on project design, reporting and monitoring, ensuring feasibility and quality assurance through appropriate selection of national partners, adequate project management, and supervision.
•Facilitate country level and regional linkages with technical institutions and other nutrition/health organizations.
•Together with in-country, regional and HQ-based technical teams and partners, ensure the development of quality, evidence based technical tools and guides;

Program Monitoring

•Work with the RISE Program Manager and HKI Regional M&E Advisor to finalize the project logic model and Performance Management Framework (PMF);
•Prepare an M&E plan, in alignment with HKI M&E standards and the project indicators;
•Based on these guides, design a program monitoring system and tools to assure quality implementation, early identification of problems, and facilitate timely and accurate reporting;
•Train staff on their roles in this system and work with the Program Manager and other staff to implement the plan and collect routine monitoring data in a timely manner;
•Report on all indicators, both to the donor and internally, in a timely manner and using approaches that make it easy to interpret and act on the results;
•Work with the Program Manager to identify solutions to identified implementation problems in a timely manner, seeking support from HKI Country Director, AFRO and HQ teams as needed;
•Assure regular communication with Regional M&E Advisor;

Grant Compliance and Budget Control

•Ensure donor funds are managed in accordance with HKI and donor policies and good financial standards; collaborate closely with the HKI/Tanzania Finance and Operations Manager to plan and implement appropriate internal controls for procurements, logistics and expenditures related to research;
•Together with RISE Program Manager, contribute to monthly reviews of budget to actual expenditures;
•As appropriate, contribute to the preparation and management of sub-awards and service contracts for data collection.

Dissemination of Information:

•Provide leadership in the development of presentations and peer review publications that share research findings and additional lessons learned and contribute to the knowledge base and policies related to mHealth and interpersonal nutrition strategies;
•In collaboration with HKI Tanzania, AFRO and HQ teams, translate the research findings into simple, actionable policy papers, and assure strategic dissemination;
•Through ongoing networks and representation, identify additional opportunities to facilitate dissemination of results and knowledge management, both internally and externally;


•Advanced degree in nutrition, health, or public health; PhD strongly preferred;
•Five or more years’ of research experience including: developing research protocols; drafting questionnaires; pre-testing data collection tools; training and standardizing data collection teams; establishing quality assurance procedures; using electronic technology; and analyzing data
•Experience in designing and overseeing data entry and management systems
•Practical experience managing research budgets, including budget tracking and analysis;
•Detail oriented; high scientific integrity; able and willing to engage in detailed documentation of research procedures
•Willingness to relocate to the study site (if necessary) or spend extensive periods of time in the study site overseeing the implementation of study procedures.
•Effective interpersonal skills that promote professional, high-quality relationships both internally and with partners, including experience with public speaking;
•Ability to work well both independently and as part of a team;
•Ability to manage multiple tasks simultaneously;
•Proficiency in Microsoft Office and in data analysis software, preferably STATA;
•Previous experience with international organizations, NGOs and other local development agencies an advantage;
•Advanced degree in nutrition, health, or public health; PhD strongly preferred;
•Excellent oral and written communication skills in English; additional proficiency in Kiswahili an advantage.
