Reporting to the Head of Legal Advice, the positions’ primary responsibility is to provide corporate legal advice,sector reform and oversee the legislative drafting function.

Key Performance Areas
• Advices the Authority on legal matters and other ancillary matters referred by line departments;
• Drafts and reviews contracts and documents of a legal nature;
• Identifies, initiates, recommends, drafts and reviews legislation, regulations and other regulatory interventions;
• Supports the regulatory rule -making process in respect of legislation and regulations drafted;
• Provides Legal representation for the Authority at hearings and or other forums;
• Conducts training, workshops or presentations on regulatory interventions and sector reform initiatives;
• Monitors and provides input where necessary, in terms of legislation that has an impact on the Authority’s mandate; and
• Monitors sector reform in respect of new technological and service development and industry threats such as cyber security, technological and service convergence and over-the-top products and services.
Qualifications, Skills & Requirements:
• Bachelor of Laws or equivalent qualification;
• 4 - 5 years’ experience as a Legal Practitioner or a Corporate/Regulatory Legal Advisor;
• Master of Laws (with specialisation in ICT Policy, Regulation and Management, Commercial Law or Legislative drafting) would be an advantage;
• Admission in terms of Legal Practitioners Act of 1995 would be an advantage; and
• Shortlisted candidates will be required to submit proof of Namibian Police Clearance.
