Introduction
The Head of Department (HOD) will be accountable for on-going review and development of regulatory frameworks (conduct standards and other relevant regulatory instruments) as well as engaging with National Treasury regarding the development of primary legislation in respect of which the FSCA has jurisdiction. The person appointed to this position will report to the Divisional Executive: Regulatory Policy.

Specification
•Developing the annual regulatory strategy for the FSCA;
•Oversee the development and implementation of internal policies and regulatory business plans;
•Ongoing review and development of regulatory frameworks for conduct of business and market integrity;
•Support to other FSCA Divisions regarding the interpretation and application of regulatory and legislative provisions;
•Stay abreast of market trends and developments; exploring the application of new legislation to support the FSCA strategy.
•Draft guidance notices, interpretation rulings, regulator’s directives and enforceable undertakings;
•Work and partner with financial institutions and strategic partners to integrate new legislations into the financial industry;
•Prepare and manage the department’s annual strategic and business plans as well as the budget;
•Manage the human resources of the team effectively and efficiently (train, develop, monitor, lead and assess performance of staff); and
•Perform such other tasks necessary or desirable to enhance the performance of the department.

Requirements
A post-graduate degree in Economics/ Commerce/ Research or Law with at least at least 8 years managerial experience in financial services. Extensive knowledge financial services sector as well as experience in coordinating, participating in, and researching international and local matters. Broad knowledge of financial markets, pension funds, insurance and securities.
