Oversee and provide leadership in the Region in the implementation of standards and policies relating to the overall safety and security oversight. Provide direction on the planning and development of the Regional Office aviation safety and security oversight activities by ensuring the provision of the necessary infrastructure, manpower, financial resources and regulatory support to the region. Emphasis is placed on improving the regulatory compliance of the aviation industry players in the Region and other local and national law enforcement agencies.
Job Functions Management

Operational Management:
Establish and Coordinate the Master Oversight and Surveillance Plan (MOSP) for the Region in consultation with the Technical Executives and ensure adequate safety and security oversight of the aviation industry in the Region.
Responsible for the continuous review of operational performance against the MOSP and the progress of other technical and operational programs.

Financial Management:
Develop annual budgets for the Region, control expenditure and implement control procedures and where necessary manage variances.
Ensure adequate financial control.
Ensure that all revenue collected is appropriately processed and accounted for.

Client Service Excellence:
Establish, monitor and maintain client/customer service standards in the Region according to SACAA and international best practice.

Governance and Compliance:
Ensure full and effective implementation and compliance to approved corporate governance and safety and security delegation of authority for all the functions within the Region.
Provide leadership and instill the appropriate organisational culture in terms of approved quality, safety, environmental and risk management programs as per the ISO and other company and legal requirements.
Introduce a system to monitor compliance with the requirements that provide feedback on non-conformances and take corrective action to rectify deficiencies within the Regional office.
Participate and contribute to the formulation, review and implementation of strategy, policies and procedures to ensure validity.

People Management:
Ensure that Regional office employees adhere to SACAA policies and procedures; Implement the organisation’s performance management system;
Manage Skills Development in the Regional Office;
Manage leave for the staff in the Region;
Ensure that the Regional Office is adequately resourced; and
Be responsible for all administrative function for staff at the Regional Office.

Coordinate and report all Regional activities as per the delegation of authority.

Minimum: Education (Formal Qualification required):
Relevant NQF level 6 or higher qualification- in any of the following Aviation fields – Aviation Safety Operations, Aviation Infrastructure or Aviation Security from a recognised institution or equivalent.

Ideal: Education (Formal Qualification required):
Possess a Management / Leadership Degree / Diploma in Engineering, Aviation Technical or Commercial fields from a recognised tertiary institution.

Experience (Minimum Experience required - type and number of years):
10 Year(s) - Broad based Aviation (Technical , Operational) Experience
5-7 Year(s) - Management experience
