Reporting to the Director of the Civil Aviation (DCA), the Senior Manager: Strategy, Performance and Research will be responsible for the effective and efficient development of organisational strategic plans and annual performance plans as well monitor the implementation thereof and overseeing the organisational reviews on behalf to the DCA. The Senior manager will also be responsible for managing research portfolio for the organisation and provide strategic administrative support to the Director in order to ensure that the office of the Director functions efficiently and that key stakeholders that the Director is directly responsible for are managed in a strategic manner.

Strategy Planning and Development:

Manage the development and implementation of the SACAA strategic plan and annual performance plan.
Conduct relevant internal and external trend analyses and provide up to date strategic research as part of strategy development.
Create measurable indicators for the strategic plan and annual performance plans.
Facilitate the adoption and publishing of strategic plans and annual performance plans.
Design and implement performance dashboards to monitor and evaluate performance against plans.

Performance Monitoring and Evaluation:
Monitor and follow up on key organisational deliverables.
Manage progress against the strategic plans from the various Executives and consolidate.
Evaluates the Portfolio of Evidence submitted against the plans.
Compile and submit performance reports to the DCA and EXCO.
Oversee organisational reviews and communicate results to the DCA.
Compile DCA’s progress reports on organisational performance.
Monitor implementation of corrective action plans.
Assist with the development of annual reports.

Research and Development:
Establish a functioning R&D unit for the organisation.
Ensure the organisation applies a research methodology that is fit for purpose.
Carry out research requests that are strategic for the development of policy, influence regulatory changes and processes.
Ensure that there are adequate resources in place to carry out the R&D function.
Respond timeously to requests for research and report to DCA and Exco as delegated.

Project Planning and Management:
Conduct benchmarking exercises for best practices.
Formulate and plan programmes and projects initiated by the DCA’s office.
Develop and implement programmes that seeks to support the execution of strategy.
Implement and manage resources for projects in the DCA’s office.
Compile budgets and manage project risks.
Report project progress to the DCA.

Liaison, Communication and stakeholder management:
Devise, develop and deliver a comprehensive Stakeholder Management Strategy and Plan
Manage all stakeholder communication to and out of the DCAs office with respect to the following stakeholders; Ministry, International, Board etc.
Monitor the implementation of the Stakeholder Management Plan.
Represent the DCA in Forums as delegated.

People Management:
Oversee the staff compliment in the Strategy and Performance Monitoring Office.
Develop and coach staff.
Manage staff performance.
Provide operational support to direct reports.

Financial Management:
Develop and maintain effective budget controls for the Office of the DCA.
Monitor budget expenditure against controls.
Report on budget expenditure.

Effective Management of the Directors Office:
Act as high level assistant to the Director.
Overall management of the office of the Director to ensure that the Director if effective.
Put in place processes and systems to ensure that the Director’s office operate smoothly.
Manage all correspondences in the Director’s office and ensure that all are attended to, where necessary distributed to the relevant executives and ensure that they are executed and closed.

Minimum: Education (Formal Qualification required):
NQF Level 7 Qualification / Bachelor’s Degree in Management or Business Sciences or related qualification.

Ideal: Education (Formal Qualification required):
Post graduate qualification in Strategic Management / or Related qualification.

Experience (Minimum Experience required - type and number of years):
5 -10 Year(s ) - Strategy Planning and Development.
5 - 10 Year(s) - Performance Monitoring
2 - 3 Years(s) - Research methodology exposure
