To provide regulatory and safety oversight of Air Navigation Service Providers i.e. Electronic Service Organization. Such oversight is conducted through scheduled and non-scheduled audits and inspections of ANSP facilities, CNS equipment/tools and training of Air Traffic Service Electronic Personnel.
To monitor the national ANS services safety oversight; risk management processes; and contribute to national/international ANS regulations, standards, policies and practices development.
To conduct the safety oversight audit and inspection program for ANS systems and procedures to verify compliance with CARs, CATS and related Annexes and documents of ICAO.

Prepare inspection and audits schedules and conduct periodic inspections of ANS ESO facilities at various airports and en-route stations to ensure the performance and maintenance of the ANS facilities are satisfactory and meet the national regulations and standards stipulated in CARs and CATS

Conduct Inspection and Audits:

Conduct inspections/audits and prepare reports fairly, truthfully and accurately with due professional care applying diligence and judgment. They shall remain impartial and objective with an evidence-based systematic process to reach reliable conclusions.
Prepare inspection report and highlight the deficiencies, if any, and approve the corrective action plan submitted by the ANSPs.
Report deficiencies, noted during audit, to service provider for remedial action.
Follow-up the corrective action plan as agreed by the service providers to mitigate/eliminate the deficiencies as long as the case is not closed

Approvals and certification

Approve and Certify ANSP Electronic Service Organization in compliance to provisions of Part 171 SA-Cars and CATS.
Proactively research, develop and establish the specific safety standards and guidance material applicable to ESO Service provision, resources management, equipment and tools inspection and validations.


To maintain and update a database for ANSP ESO inspection and audits reports including Corrective actions plans and ANSP ESO audit /inspection evidence.
ANS inspectors will maintain separate files for each station regarding its inspection, observation/ recommendations and follow ups and time line for corrective actions.

Communication and safety promotion:

To project a satisfactory image of the SACAA to all stakeholders.
To provide industry feedback to the Authority.
Carry out any other duties as assigned by the Authority from time to time.
Participate in ANS related training, meetings, seminars, workshops and symposiums at home and abroad.

National Diploma: Electrical Engineering Light current (Electronic Communication/Radio engineering)

Ideal qualifications Post Qualification on ATM/ CNS systems including and Advanced air traffic control system

5 years Technical Experience in Communication, Navigation and Surveillance Systems and

2 years Air Traffic Control Systems experience
