Introduction

Marie Stopes Sierra Leone (MSSL) is a founding member of the MSI Partnership, operating in Sierra Leone for 30 years and becoming the largest non-governmental provider of family planning (FP) and sexual & reproductive health (SRH) services in the country. MSSL delivers services in every district of Sierra Leone through its outreach, centres/clinics and social marketing channels.

The Quality Assurance and Management function is responsible for the assurance of end to end clinical quality of the services delivered by MSSL’s three channels: outreach, clinics and social marketing. With a broad oversight of all areas of service delivery, clinical governance and the global standards established by MSI, the team represents MSSL in all clinical and quality matters. It provides expert support to develop and maintain clinical capacity and quality in the form of client safety, service delivery excellence and the best client experience.

Specification
Training and development.

•In collaboration with the Quality Assurance & Compliance Manager and QAMD, develop training schedule in accordance with MSI global requirements/standards.
•Design and deliver high quality health services trainings to MSSL service providers and partners in accordance with MSI standards.
•Ensure all clinical staff within assigned region receive adequate induction training in line with MSSL policy.
•Conduct training needs assessments for clinical service providers.
•Develop/Adapt regional training plans which are aligned with country programme’s Annual training plan
•Prepare training course material including hand-outs prior to commencement of training.
•Conduct training course evaluations and analysis to inform areas of improvement.
•Prepare Training reports using MSI Training reporting template.
•Develop and implement a supportive supervision and monitoring and evaluation framework for training inputs in collaboration with the Clinical Trainer.
•Ensure that all service providers have comprehensive training records on site to include documentation of general and specific trainings including On-the -Job Training & coaching sessions during continuous supportive supervision visits.
•Use QTA visits, incident investigations, reports of supportive supervision, client exit interviews, clinical record audit, client feedback analysis, self-assessment and management/MAT meetings to identify specific training needs so that quality and technical clinical capacity is continuously improved.
•Establish a culture that ensures compliance with internal policy and external regulatory standards and speaks out if there are any concerns.
•Develop and mentor supportive supervisors within assigned regions who could are able to support QA activities.

Quality assurance.

•Ensure all MSSL service providers have access to, understands and adheres to all current MSI clinical policies and guidelines-
•Ensure all clinical staff within the region acknowledges to adhere to MSI clinical policies and guidelines.
•Ensure regular supportive supervision is based on training needs of clinical staff.
•Ensure teams are supported with appropriate facility, supplies and equipment that assures client centered services
•Liaise with the Quality Assurance & Compliance Manager to address clinical challenges and strengthen good clinical practice at assigned MSSL centers and outreach.
•Conduct competency Assessment for assigned team members within and across regions.
•Conduct internal Audit and shares report with Clinical Quality & compliance Manager
•Support teams in developing SMART Action plans developed from diverse clinical governance interventions.
•Monitor the timely implementation of agreed action plan for assigned team members.
•Provide regular developmental feedbacks to assigned team members.

Clinical Governance.

•Ensure updated MSI guidelines and policies are regularly disseminated to teams
•Maintains and manage competency and Training database within assigned region.
•Maintains and manages incident notification database within assigned region
•Maintains updated clinical record audit database for assigned teams and ensure that all documentation is verifiable.
•Ensure Team meetings for assigned team members is conducted monthly as per MSI policy
•Support teams to improve the quality of minutes of monthly team meetings as per approved team meeting template
Requirements
•Diploma in Clinical Medicine (CHO) with a minimum of 3 years’ working experience / Midwifery with a minimum of 3 years’ working experience/ Bachelor of Nursing with minimum of 3 years’ working experience / equivalent clinical qualification.
•Higher clinical qualification will be an added advantage.
•Demonstrable ability to impact knowledge and skills in a dynamic environment. (Desirable)
•Additional Quality assurance and/or training qualification (desirable).
•Active, practical and up to date knowledge of all family planning methods and basic obs/gynae (desirable).
•Good knowledge of the health sector in Sierra Leone and or ECOWAS an important advantage (desirable).
•Computer literate, proficient in MS Word, Power Point presentation and Excel (essential).
