Introduction
-Co-ordinate AVSEC stakeholder engagements and activities
-Provide secretarial support for the National Aviation Security Committee, Facilitation committee
-Coordinate participation in ICAO working groups and other meetings.
-Ensure that the South African Legislative framework is compliant to ICAO Annex17, 18 and 9 Standards and Recommended Practices.
-To promote a culture of aviation security and the safe transport of dangerous goods

Coordination of the National Aviation Security Committee (NASC)
Coordinate Facilitation activities of the South African Civil Aviation Authority
Coordinate South African Civil Aviation Authority’s participation in ICAO Working Groups and Forums
Coordinate Aviation Security Forums for the Executive
Co-ordinate all arrangements for the meetings of the National Aviation Security Committee (NASC),
Develop the agenda for the NASC for approval by the Chairperson
Review minutes from all Local Aviation Security Committees (LASC) to determine matter to be elevated to the NASC
Develop and circulate NASC meeting minutes and distribute
Coordinate the implementation of NASC decisions.
Provide Secretariat services to the NASC


Ensure that South African Civil Aviation Regulations comply with to ICAO Facilitation Standards and Recommended Practices.
Coordinate South African Civil Aviation Authority’s participation in the National Facilitation Committee
Assist airports in establishing Airport Facilitation Committees
Guide SACAA inspectors in the monitoring of Facilitation Standards
Guide and support industry in the implementation of Facilitation standards and the development of Airport Facilitation Programmes

Ensure appropriate representation in ICAO Working Groups and Forums
Receive Working Group meeting reports and ensure that they are appropriately disseminated
Use meeting reports to keep regulations updated


Coordinate all the arrangements for workshops, seminars, conferences, meetings, teleconferences and videoconferences.
This includes room bookings, set up, catering and tidying up after the event.
Liaise with internal staff to ensure the availability of all facilities and equipment as required.
Record and manage decisions and actions from workgroup and committee meetings. This includes attending meetings and taking accurate minutes,
distributing outcomes to relevant parties in a timely manner and in the correct format in accordance with ISO requirements.
Report on and follow up decisions and actions arising from work-group and committee meetings.
Co-ordinate Workgroup and Committee documentation. This includes preparing agendas, ensuring documentation adheres to ISO requirements,
and that the content is relevant and complete.

Administration and Research
General office administration.
Document management and electronic data management.
Implementation and maintenance of database.

Research of National and International trends.

Prepare reports, letters, and research information for the Committee and Workgroup Chair as required.
Ensure documents are stored appropriately in accordance with ISO records management policies and can be retrieved easily for future reference
and audit purposes.

State Letter management
Maintain a State Letter tracking register.
Distribute state letters to appropriately track responses to State letter actions required.
Report on compliance and progress with actions required relating to State letters.
Review State letters and draft proposed amendments to regulations and or the NASP to incorporate new or amended ICAO SARPS.
Track and co-ordinate responses to ICAO State letters received.

Communication, Safety & Security Promotion To project a satisfactory image of the SACAA to all stakeholders.
To provide industry feedback to the Authority.

Requirements

Relevant Tertiary Education and Dangerous Goods Courses; or Aviation Security Courses

5 years Aviation Safety or Security or regulatory-related experience
