Marie Stopes Sierra Leone (MSSL) is a founding member of the MSI Partnership, operating in Sierra Leone for 30 years and becoming the largest non-governmental provider of family planning (FP) and sexual & reproductive health (SRH) services in the country. MSSL delivers services in every district of Sierra Leone through its outreach, centres/clinics and social marketing channels.
The Quality Assurance and Management function is responsible for the assurance of end to end clinical quality of the services delivered by MSSL’s three channels: outreach, clinics and social marketing. With a broad oversight of all areas of service delivery, clinical governance and the global standards established by MSI, the team represents MSSL in all clinical and quality matters. It provides expert support to develop and maintain clinical capacity and quality in the form of client safety, service delivery excellence and the best client experience.
Working with the MSI Medical Development Team (MDT), Senior management Team (SMT), MSI’s international partners and related technical colleagues, the function is responsible for the development and implementation of the MDT training and capacity strategy, ensuring that it is closely aligned to the MSI Partnership goals of maintaining and improving clinical quality across all service delivery channels.

Training and development.
•In collaboration with the Quality Assurance & Compliance Manager and Training Manager, develop training schedule in accordance with MSI global requirements/standards.
•Design and deliver high quality health services trainings to MSSL service providers and partners in accordance with MSI standards.
•Ensure all induction training reports and documentation are completed and 100% traceable on file- in line with MSSL policy.
•Liaise with Training Manager to maintain up to date record of all clinical trainings and approved supportive supervision reports.
•Ensure that all trainings and supportive supervision request contain a training needs assessments, Justification or concept note.
•Follow up all training and supportive supervision visit request for approval.
•Prepare training course material including hand-outs prior to commencement of training.
•Conduct training course evaluations and analysis to inform areas of improvement post-training.
•Prepare Training reports using MSI Training reporting template.
•Work closely with Training Manager to ensure competency checklist received from the regions corresponds to competency and Training database
•Maintain a record of hard copy competency assessment checklist for all service providers at support office.
•Ensure that competency assessment records of clinical staff are shared with human resource department every quarter to be kept on staff file.
•Ensure all MSSL service providers have access to, understands and adheres to all current MSI clinical policies and guidelines-
•Ensure all clinical staff acknowledges to adhere to MSI clinical policies and guidelines.
•Ensure regular supportive supervision is based on training needs of clinical staff.
•Liaise with the Quality Assurance & Compliance Manager to address clinical challenges and strengthen good clinical practice at assigned MSSL centers and outreach.
•Conduct competency Assessment for assigned team members within and across regions.
•Conduct internal Audit and shares report with Clinical Quality & compliance Manager
•Support teams in developing SMART Action plans developed from diverse clinical governance interventions.
•Monitor and track the timely implementation of agreed action plan for assigned team members
•Escalate delays in the implementation of action plans to the Director Quality Assurance & Management through the Quality Assurance and Compliance Manager.
•Provide regular developmental feedbacks to assigned team members.
•Ensure updated MSI guidelines and policies are regularly disseminated to teams as directed
•Participate in investigation of clinical and product-related incidents as directed
•Engage in validation of monthly clinical record audit reports reported from service delivery sites.
•Analyze and escalate findings from the minutes if monthly team meeting reports submitted by teams across channels.
•Support teams to improve the quality of monthly team meetings and minutes as per approved team meeting guide.
•Diploma in Clinical Medicine (CHO) with a minimum of 3 years’ working experience / Midwifery with a minimum of 3 years’ working experience/ Bachelor of Nursing with minimum of 3 years’ working experience / equivalent clinical qualification.
•Higher clinical qualification will be an added advantage.
•Demonstrable ability to impact knowledge and skills in a dynamic environment. (Desirable)
•Additional Quality assurance and/or training qualification (desirable).
•Active, practical and up to date knowledge of all family planning methods and basic obs/gynae (desirable).
•Good knowledge of the health sector in Sierra Leone and or ECOWAS an important advantage (desirable).
•Computer literate, proficient in MS Word, Power Point presentation and Excel (essential).
