You will be the CFO of the Council for Medical Schemes and will report to the Chief Executive & Registrar.

Specification

•Develop and implement the organisation’s strategy and the resourcing of the strategic objectives in a sustainable manner.
•Ensure that financial management of the organisation is in compliance with internal financial controls, the PFMA and the supply chain regulations to achieve good financial governance.
•Ensure that annual financial statements are produced and submitted to the AG and Executive Authority to achieve an unqualified audit opinion.
•Ensure that revenue due to Council is collected in accordance with applicable legislation to meet the operational requirements of the organisation.
•Ensure that the supply chain management legislation and processes are complied with in order to avoid irregular, fruitless and wasteful expenditure.
•Produce and justify budgetary proposals for expenditure and revenue to support the objectives of the organisations and ensure financial soundness.
•Manage and empower CMS staff to meet the requirements of the job and the objectives.
•Complete any other projects delegated from time to time by the Chief Executive & Registrar.
Requirements
The successful candidate will have the following key competencies and skills:

•Post graduate qualification in Accounting or Financial Management or equivalent;
•Registration with the Professional Board as a Chartered Accountant: CA(SA) will serve as an added advantage
•Ten (10) years’ experience in Financial and Supply Chain Management;
•Five (5) years’ experience at management level;
•In-depth understanding of the PFMA, PPPFA, Treasury Regulations, SCM Regulations and all related legislation impacting on and influencing the functioning of the organisation and relevant standards;
•Good knowledge of the Medical Schemes’ Act and the Healthcare environment will be an added advantage;
•Good negotiation and communication skills;
•Ability to handle pressure;
•Ability to influence and work with people at different levels;
•Computer literacy (MS Office); and
•Experience working on an accounting system e.g. Account Mate, Sage, Pastel Evolution etc.
