You will fork within the Finance Unit of the Council and will report to the Procurement Manager.

You will be responsible to:

Implement the SCM Policies and Procedures annually to ensure compliance with the applicable legislative framework
Participate in the bid specification, bid evaluation, and bid adjudication committee and assist in the proper functioning of the committees;
Ensure that tender document is approved;
Ensure tender is advertised in the applicable publications;
Take minutes of the three bids committees;
Prepare the bid evaluation committee and bid adjudication committee reports;
Publish received and awarded bids in the applicable publications;
Issue regret letter to unsuccessful bidders;
Compile bid adjudication report file;
Maintain and execute the Request for Quotation (RFQ) process in line with the SCM policies and procedures;
Provide an effective and efficient purchase order management system by processing and issuing purchase orders daily;
Compile SCM reports when required to the Procurement Manager for review;
Identify and report irregular, wasteful and fruitless expenditure in accordance with applicable legislative requirements monthly;
Maintain effective and efficient contract management;
Respond to queries and provide information to internal and external auditors during audit period; and
Perform additional responsibilities or tasks according to specifications as and when required.

We require the following skills and abilities:

BTech: Supply Chain Management/Logistics or Diploma in Procurement and Supply (CIPS Level 4) or equivalent;
4 years’ working experience in supply chain management;
Experience in tender management;
Knowledge of/and understanding of BBBEE, PPPFA, PFMA and Treasury Regulations and Asset Management framework;
Excellent communication skills (verbal & written); and
Computer literacy is essential.
