Specification

•Monitoring and regulating Regional Council Expenditures with a view to control the monthly cash flow.
•Responsible for budget preparation, implementation and control.
•Responsible for the budget as budgeted by line Ministries.
•Authorizing Regional Council spending.
•Render active support to Accountants in their management plans, efforts and rectify problems.
•Liaising with other Regional Council Deputy Directors in co-coordinating the management of finances.
•Support the Director to manage all financial matters pertaining to the Regional Council as per delegated powers.
•Monitor budget expenditure and adhere to Treasury Instruction.
•Prepare recurrent and development budgets of the Regional Council.
•Prepare consolidated financial statements of the Regional Council.
•Scrutinize the Regional Council, Village Council and Settlement Area’s annual budget and recommend for approval.
•Ensure that the financial statements are audited periodically.
•Develop guidelines on accounting systems for the Regional Council, Village Council and Settlement Areas.
•Ensure adherence to Finance guidelines as per the State Finance Act by the Regional Council, Village Council and Settlements.
•Make submissions on over expenditure through the Minister for approval by Treasury.
•Ensure proper utilization of staff, plan, manage and control all t he activities of the division.
•Submit quarterly reports on budget expenditure to the Director.
•Carry out any other duties as may be lawfully assigned by the supervisor.
Requirements
An appropriate B. Degree or equivalent qualification on NQF L7 plus nine (9) years appropriate experience.

ADDITIONAL REQUIREMENTS

A Bachelor Degree in one of the following fields will serve as an added advantage: Accounting, Financial Management, Banking, Finance and Accounting. Knowledge of Pastel Accounting, Sage 300 People Payroll and IPSAS framework.
