Introduction
The position’s primary responsibility is to administer the geographical information system (GIS), designed to capture, store, manipulate, analyse, manage, and present all data collected for the purpose of conducting a gap analysis for telecommunications operators as well as that of the broadcasters on various types of spatial or geographical data.

Specification
- Monitors receipt of all reports by the Authority as required from service licences, and as indicated in the Regulations
regarding Licence Conditions for Telecommunications Service Licences;
- Conducts the gap and access analysis for Universal Access and Services;
- Responsible for map production;
- Captures spatial datasets in a GIS system;
- Researches new technologies and procedures;
- Liaises with relevant national stakeholders, professional bodies / councils on GIS-related matters;
- Provides input to projects in relation to Universal Access and Service;
- Populate GIS database and on-line portal and ensure data integrity;
- Provides relevant technical coaching to stakeholders when relevant; and
- Keeps up-to-date with developments in the area of GIS expertise, technological developments and makes proposals to
stimulate innovations internally;
Requirements
- A Bachelor’s Degree in Geo-Sciences / Geo-Information Technology or relevant qualification from an NQA accredited
tertiary institution;
- Minimum one (1) year GIS experience within the ICT industry;
- Advanced knowledge of GIS software
- Valid code BE Driver’s license;
- Registered with the Engineering Council will be an added advantage;
- Must be able to evaluate and analyse data, and prepare reports;
- Ability to work independently on multiple projects;
- Well-developed IT skills;
- Knowledge of databases;
- Strong analytical and writing skills;
- Strong communication and inter-personal skills; and
- Shortlisted candidates will be required to submit proof of Namibian Police Clearance certificate.
