Specification | •Collaborates with legal fraternity to ensure compliance to all relevant statutory requirements, best practices are implemented, governance principles are embedded, and sound legal advice is secured and provided; •Advises the Authority, management and staff on all relevant legal matters, including matters that increases legal risk; •Provides supervision and strategic direction to licensees to ensure compliance with regulatory framework; •Evaluates and coordinates the monitoring and compliance with the regulatory framework; •Advices on constitutionality and legality of administrative action that the Authority takes; •Promotes and assists in developing an ICT and postal regulatory framework; •Manages and proposes amendments to legislation and subordinate legislation; •Develops and implements policies and strategies pertaining to the respective industries, taking cognisance of the relevant acts’ regulations; •Manages relevant court proceedings; •Provides legal representation for Authority at hearings and reconsiderations or other forums; •Leverages enterprise architecture building blocks and components, including externally provided services and related capabilities to enable nimble, reliable and efficient response to strategic objectives; •Oversees the development, review and implementation of all relevant policies, procedures and protocols; •Ensures that a leadership pipeline is established to ensure business continuity in the division; •Ensures that employee engagement is optimised in the interest of healthy employee relations, productivity and retention of skills; •Ensures that all human capital policies and procedures are implemented and adhered to in the division; •Maintains prudent financial management controls within division; •Accounts for all divisional financial decisions; •Capacitates the division with all relevant and appropriate core functional resources; •Proactively, research the law and provides written advice and guidance on relevant matters; •Establishes personal networks and participate in professional societies; and •Keeps up to date with best practice developments in the industry as well as all other relevant developments on national and international level; |

Requirements | •Bachelor of Laws or relevant qualification; •Master of Laws in ICT Policy and Regulation or related field will be an added advantage; •Admission as a Legal Practitioner of the High Court of Namibia; •Ten (10) years relevant experience in a corporate or regulatory environment, three (3) of which should be on Executive or Senior Management Level. Skills and Competencies: •Excellent communication skills, both written and oral; •Excellent drafting skills (including experience of drafting statutory instruments desirable); •Confidence, sound judgement and self-reliance; •Ability to work autonomously and on own initiative; •Ability to prioritize and work well under pressure; •Experience in interpreting legislation into practical application; •Experience in training and communicating legal requirements and procedures; •Diplomatic and robust personality; •Strong analytical skills and experience of analysing complex issues; •Interpersonal skills, high stress tolerance, problem-solving and judgement skills, intercultural intelligence; •High-level of computer literacy; •Ability to work independently, but also in a team; •Knowledge and understanding of the intricacies of the ICT industry and in-depth knowledge of all relevant legislation and regulations and being able to interpret and analyse same; •Strong background and experience in drafting regulations, contracts, legal notices and adjudication of complaints; and •Legal risk management and compliance. |
