Core purpose of the role

The core purpose of the role is to be the key enabler of the strategic sourcing organisation by providing centre of excellence and key data / intelligence required to operate effectively. The incumbent is responsible for achieving sustainable and continuous value delivery to the business by coordination collaboration and alignment across the sourcing value chain. This is achieved through the establishment of proper and effective cross functional support centres of excellence, such as governance and compliance, performance reporting and benchmarking, business/supply intelligence, master data, training, monitoring efficiency, process continuous improvement, contract administration, and knowledge and skill management.

Key deliverables and outputs

Implement the Barloworld Automotive & Logistics Sourcing Enablement strategy
•Establish and manage centre of excellence & information required to operate effectively such as Sourcing Governance, Compliance, Process Improvement, Reporting, Value Monitoring, Benchmarking, Supply intelligence and Master Data.
•Facilitate the collaborative integration and alignment of the Strategic Sourcing Centres of Excellence.
•Develop and implement tactical plans to enable the Sourcing Enablement Strategy in alignment with Corporate Strategy.
•Execute relevant strategic objectives through the on-going evaluation and management of these against spend, forecasts, revenue results and financial outlooks.
•Develop decision-making tools for key stakeholders.
•Represent the Sourcing Enablement function in regularly and strategic initiatives.

Execute and maintain Sourcing governance
•Develop, implement and support the review of procurement policy, procedures and authority framework
•Ensure supplier due diligence and vetting process is conducted
•Conduct divisional spend analytics to identify compliance and spend patterns for continuous improvement

Facilitate process improvement as well as training to ensure value delivery
•Enable continuous improvement and process optimisation direction
•Develop and continuously review sourcing process to identify opportunities
•Provide training to stakeholders.
•Identify, prioritise and manage optimisation and continuous improvement opportunities and projects.

Establish and implement sourcing performance monitoring and reporting functionality
•Provide relevant information regarding critical metrics and financials in support of the operations and overall achievement of targets and objectives.
•Track and report efficiency and performance of the strategic sourcing function performance KPI’s
•Conduct divisional spend analytics to identify compliance and spend patterns for continuous improvement
•Track performance and compliance of procurement transactions in line with ESD strategy
•Implement reporting and communication structures that ensure all stakeholders are adequately informed.
•Conduct continuous market/business intelligence and benchmarking of business capabilities, market indices and performance benchmarks

Coordinate the management of Master Data and knowledge management
•Manage supplier, goods and service Master Data including classification code definition
•Manage supplier master data in terms of classification structure and data fields
•Capture approved vendors in the system/tool in line with the define standards
•Champion the development of structured (i.e. knowledge management repository) as well as unstructured knowledge (i.e. communities of practice, knowledge sharing culture).
•Support data management across the function, which includes data governance, data quality management, accessibility, security, integration and sharing.
•Execute the Knowledge Management and Documentation Management strategy and lead the research and integration of best practices
•Manage the procurement and supply chain internal intelligence capability.

Manage the development and implementation of contract support
•Conduct contract life cycle administration in conjunction with category managers and procurement managers
•Develop, implement, manage and maintain contracting support management strategy.
•Manage the provision of an effective and efficient contracts advisory support service
•Lead periodic contract reviews with the objective of ensuring that a consistent practice is being followed in respect of the management of such contracts
•Ensure the contract strategy process is followed through during the drafting and negotiation close-out process
•Draft amendments to contracts where necessary

Manage team performance and continuous improvement
•Ensure that the team is optimally structured and has the requisite skills and experience.
•Manage the team in line with the business Integrated Employee Value Model and drive a culture of continuous improvement, innovation and collaboration with other parts of the business.
•Implement projects to improve systems and champion BBS in the function.
•Develop commitment and a culture of ethical behavior and practices

•Relevant degree such as BCom Commerce / Law / Engineering / Supply Chain Management/Transport & Logistics and other relevant qualifications
•5 – 7 years in strategic sourcing and business enablement
•3-5 years management experience
•Proven track record of establishing centres of excellence in areas such as Business Intelligence, Master Data, Governance, Compliance, Reporting and Benchmarking
•Extensive experience in continuous improvement methodology
•Proven track record of working within cross-functional teams, while successfully delivering a challenging benefits and capability building agenda
•Engaging at executive level


•Postgraduate MBA or equivalent related business management qualification
•CIPS membership and/or accreditation (MCIPS preferably)
•Proven track record of interacting with and influencing all relevant government, regulatory and social development entities


•Valid Driver’s license, Valid Passport
•Refer CIPS Global Standard for Procurement & Supply Managerial Level


•Extensive knowledge of Financial and market analysis
•Expert understanding of strategic sourcing process and integrated supply chain management
•Deep understanding of strategic sourcing and supply chain management best practices and performance measurement.
•Expertise in Document and Knowledge Management
•Deep understanding of strategic sourcing and supply chain management risks such as counterfeiting, bribery and corruption, disruptive technologies, cyber attack
•Sound understanding of business and industry related legal and regulatory aspects governing strategic sourcing i.e National Road Traffic Act, OHAS, Sustainability and Environmental Affairs Act, B-BBEE
•Advanced knowledge of business process and financial and commercial acumen
•Savings tracking methodologies and reporting
•Techniques for stakeholder mapping, value stream analysis, cost modelling, network optimisation modelling
•Understanding the impact of mergers and acquisitions
•Broad understanding of Quality management
•Financial and commercial acumen, including Development Finance
•Excellent written and oral communication skills to influence, persuade, convince at all levels and drive change
