Introduction
SBV Currently seeks an Organisational Development Manager to be responsible to execute the Organisational Development strategy and framework within SBV, managing the delivery of the preferred supplier, namely the SBV Academy.

Specification
Enable SBV’s Organisational Development Strategy and Framework
•Partake in the design of the Organisational Development Strategy annually with key stakeholders.
•Responsible to execute the strategy within SBV according to the agreed SLA’s and timeframes
•Provide SME guidance to various stakeholders on the strategy and Organisational development initiatives
•Partake in the design and validation of the BBBEE skills component
•Review and benchmark all related policies, procedures, training standards etc, according to the long-term strategy of SBV, providing recommendations and amendments for improvement and legislative compliance.

Responsible for the execution and management of Organisational Development Department deliverable
•Conduct an extensive skills audit and create skills segmentation mapping this in conjunction with the Talent segmentation for a holistic view
• Deliver a robust training needs analysis framework and report in partnership with all the various stakeholders within SBV
•Suggest training initiatives to enhance or create the various types of OD programmes like:
oFunctional Training
oFoundational Training
oLeadership Development
oTalent Development
oEtc.
•Facilitate development programmes in accordance with required training standards
•Outline and drive the various types of value-add reporting required from the Academies to test quality and efficacy of OD initiatives and programmes within SBV
•Review and validate the above reports prior to distribution to the GM HR and senior management in accordance with the timelines provided
•In partnership with Change Management create and deliver the necessary programme to generate awareness and understanding of the engagement and governance model between the Academies and SBV
•Compile and present strategies, updates and ad hoc requests as and when required
•Craft the structure around all training requests and feedback in order to act as the conduit between SBV and the Academies
•When required, design, implement and facilitate relevant employee and manager training and development activities linked to SBV’s goals and objectives to meet the needs of managers.
•Develop detailed training proposals and plans to accelerate the adoption of SBV training services
•Evaluate and assess the effectiveness of learning and development programmes across the business including ROI, internal audits, operational controls and associated risks verifying relevance
•Research external trends alongside internal best practices to create and drive new innovative (digital learning) and bespoke training content to engage and meet the needs of people at the various levels of work
•Build & maintain a pipeline of training opportunities and provide regular forecasts and updates

Responsible for Vendor Management
•Serve as a primary point of contact between SBV and the Academy to facilitate and maintain a strong relationship
•Validate and approve the invoices generated from the Academy
•Set up and lead the necessary SLA forums between SBV and the Academies
•In partnership with Procurement, source, vet and onboard other key training providers
•Manage all invoices related to the department
•Critically review the relevant contracts from internal and external suppliers
•Populate and maintain the skills module on Sage 300

Responsible for Continuous Improvement Initiatives
•In alignment with the digital and automation transformation within the world of work, review the current training delivery methodologies and partner with the Academy to drive a more innovative delivery mechanism
•Design and deliver in house developmental programmes which link to the leadership and culture journey of SBV
•Create platforms both internal and external with the aim to create a network for brain trusts and collective intelligence design, brining OD thought leadership into SBV

Manage organisational compliance and risk
•Verify the organisation’s compliance through the understanding, execution and management of risk in terms of the Skills Development Act, National Qualifications Act, Skills Development Levies Act, SAQA Act, BBBEE Act, BCEA, Labour Relations Act & Employment Equity Act in terms of skills development and training
•Lead the development and implementation of the Organisational Development Strategies, Plans and Policies managing implementation against agreed time frames, budget and report against agreed measures
•Design, implement and manage policies related to the Organisational Development Strategies
•Implement the regulatory committees with the OD realm
•Ensure all governance aspects are documented, agreed and implemented within SBV

Validation and submission of regulatory reporting
•Validate the information contained in the WSP and ATR plan completed by the Academy
•Validate and track the yearly mandatory, discretionary and pivotal grants from the Bank SETA executed by the Academies on our behlf
•Negotiate terms with the Academies in relation to the Implement, monitoring and absorption for Learnership and Graduate programs
•Participate in BBBEEE meetings and validate all information related to skills for BBBEEE

Finance Management
•Responsible to manage the financial statements of the department presenting information at the relevant forums when required
•Track and manage the expenditure of the department providing visibility to the GM HR
•Engage with the relevant SETA’s and Academy in relation to the refunds and funding from the SETAs to ensure income targets are met
•Compile the annual budget for the department taking into account the strategy and needs of the various stakeholders
•Create and manage the training budget providing updates on the spend

Maintain a strong relationship with internal and external stakeholders to ensure flawless execution of training plans
•Create and manage relationships with internal stakeholders (employees, line managers, executives) and external training partners
•Build strong relationships with Business heads and PMO to engage and control training linked to projects

Requirements
Minimum Requirements: Work Experience

•6 years’ experience within Organisational Development of which:
•3 years at a management level
•2 years’ experience with claims and submissions from Bankseta

Education:

•Bachelor’s Degree in HR

Special Training or Requirements:
•3 years’ experience populating EE and Skills modules on Sage 300
•Registered SDF with an accredited SDF certificate
