Senior Technical Advisor: TB/HIV
The Senior Technical Advisor (STA) will be responsible for providing results-orientated clinical, programmatic and technical leadership and expertise to strengthen quality and effectiveness of programming related to capacity building responses to identified public health needs in TB Prevention, biomedical and other respiratory disease prevention. (COVID-19 etc.) The STA will be responsible for project outcomes under the biomedical prevention area and will be seconded to National Department of Health – National TB Control Programme. This position will be a position held by the Aurum Institute and will report to the Technical Director.
The Senior Technical Advisor: TB/HIV is responsible for providing guidance and expertise on Best Clinical Practice in Facilities to optimise the capacity of Facility Staff to provide comprehensive, integrated TB/HIV programmes through a systematic quality improvement approach.
Technical Work Responsibilities
Lead planning, design, and implementation of clinical support and capacity building to project beneficiaries, ensuring integration with other project technical areas
Monitor relevant trends, new research, innovations and best practices in clinical programming and integrate these into project activities
Promote innovative, evidence-based clinical programming
Provide technical direction to AURUM and DOH TEAM in the areas of clinical services, specifically care and treatment with a focus on children and adolescents
Liaise with external and internal customers/stakeholders
Apply knowledge and expertise on TB/HIV prevention, care and treatment
Support implementation of differentiated service delivery models
Assessment, training, mentoring and quality improvement support
Formulate “Best Practice” policy and standardised programmatic guidelines aligned to government standards, which will be implemented consistently in all supported districts
Analysis and reporting
Support direct service delivery efforts
YOU MUST HAVE
Qualification: Masters’ degree in Public Health
Postgraduate degree or diploma in Health Management
Certificate in Project Management
5 years’ experience in clinical management of TB and HIV
At least 2 years’ experience in the field of HIV/TB project management
At least 2 years’ experience in the Public Health sector
Experience in managing children and adolescent on ART
Demonstrable thorough understanding of the Lesotho Health system, policies and guidelines
Substantial progressive, professional-level experience at Management level in Health Systems-Strengthening
Demonstrated experience managing a project seeking to improve clinical and technical outcomes for partner programs, especially in the area of TB, respiratory disease, and other infectious disease care and treatment
Prior technical knowledge of TB, HIV and other infectious disease clinical services and experience in the South Africa region
Significant knowledge and experience of health sector reform processes in developing countries
Understanding of Southern African Public Health needs and burden of disease
South African citizen or permanent resident
Valid registration as a Medical Officer
