Introduction

We are focused on research, support and implementing integrated approaches to managing TB and HIV. The following positions have become available as part of the various projects currently being run by us and you are welcome to apply should you meet the requirements of the position.

The Laboratory Advisor will work with the TB Programme in ensuring that core strategic and technical laboratory activities are strengthened and improved. Assist in strengthening TB services within the laboratory network, reinforce the quality improvement program, identification and implement interventions and technologies to provide timely, accurate and reliable results for diagnosis and treatment monitoring. Identify and address the critical gaps in the delivery of TB testing services and focus on locally generated solutions to address these. Ensure optimization of the use of point of care/ next-to-point-of-care technologies.
In addition, s/he will support diagnostic capacity building through organizing appropriate staff training on TB related diagnostic tests, laboratory commodity management and information systems at provincial and facility levels to ensure timely access to testing and expedited results delivery.

The Laboratory Advisor will provide technical expertise and guidance on, the TB laboratory services, monitoring and evaluation of laboratory services and laboratory quality assurance. S/he provides guidance on the new TB diagnostic tools relevant for adoption in South Africa, their placement within the laboratory network and diagnostic algorithms S/he provides expert advice based on knowledge of evidence- based methods and strategies, current practice, and established laboratory and operational standards.
Provide technical assistance in strengthening the TB laboratory network and services at the provincial, district, and community level.
Assist in the development and monitoring of implementation of the laboratory diagnostic methodology Standard Operating Procedures (SOPs)
Identify research gaps and commission research studies.
Assist with public health TB surveillance activities.
Provide updates on the TB diagnostic algorithms and training to clinicians.
participate in the development of training materials in relation to TB diagnostics.
Participate in NHLS quarterly meetings to discuss to discuss issues relating to TB diagnosis.
Liase with NHLS/NICD on the development and validation of new diagnostic tools and required modifications to existing applications or procedures.
Monitor and assess laboratory results turnaround time and provide recommendations to NDoH on improvements required.
Develop and implement a quality assurance programme for the point of care TB tests (i.e. urine LF-LAM test)
Liase with the NHLS Quality Assurance Unit to monitor quality of all TB tests, identify pre-testing (facility related) quality issues for intervention.
Support Provincial and District Tb program managers in engagement with sub-district, district and Provincial NHLS management structures.
Engage with NHLS reporting of specimen rejections by laboratories, identify areas with high rejection rates for intervention.
Provides technical input into strategies for the design and implementation of capacity building activities for clinicians on TB laboratory tests.
Conduct regular supervisory and monitoring visits to ascertains progress, identify delays and barriers to testing and make recommendations for improvement.
Recommend strategies to existing and planned interventions, including the integration of innovative approaches (where appropriate) into TB laboratory strengthening activities.
Requirements

Education
Advanced degree (or professional equivalent) in laboratory sciences or related relevant scientific field required, with 8+ years of experience in laboratory services and laboratory management.
At least 5 years of experience in program management in the context of HIV and TB programs.
Demonstrated technical expertise in laboratory management, quality assurance, quality control, biosafety, document development, specimen management, and use of electronic information systems within a laboratory context.
Demonstrated experience in providing TA and capacity building.
Advanced degree (or professional equivalent) in laboratory sciences or related relevant scientific field required, with 8+ years of experience in laboratory services and laboratory management.
At least 5 years of experience in program management in the context of HIV and TB programs.

Prior Work Experience: A minimum of five years of progressively responsible professional-level experience in the field of public health and/or laboratory sciences is required. Prior work experience with the Government and/or international organizations.

Job Knowledge: In-depth professional knowledge of development principles, concepts, and practices, especially as they relate to the assignment is required.
This includes thorough knowledge of laboratory system strengthening issues in South Africa and the approaches to address them.
Job holder should have some knowledge of the host government health care system and structures including familiarity with NDoH policies, program priorities and regulations.
A solid working knowledge of management techniques to plan, organize and direct multi-disciplinary project teams and activities is critical to the success of this position
