MAIN PURPOSE OF THE JOB:
To lead a competent team of mechanical-trained subordinates for the effective and efficient maintenance of all mechanical equipment to ensure that production targets are achieved, at maximum workshop availability and optimum cost, including adherence to job safety and good housekeeping standards.

Key Performance Areas:
•Ensures effective enforcement and implementation of legal and procedural compliance and manages the Process plant’s legal requirements, statutory and general governances around this process.
•Performs regular audits to ensure compliance as per legislation, internal procedures and policies.
•Maintains safe and clean productive/working environment, by enforcing procedures, rules and regulations.
•Maintains project integrity and reputation through compliance with Company and Government regulations.
•Develops project objectives, by reviewing project proposals and plans, and conferring with management.
•Interprets Company Project program requirements, and formulates and implements project plans accordingly.
•Determines and implements Project Management best practices, by determining project specifications, studying designs/drawings, customer requirements and performance standards, completing technical studies and preparing cost estimates.
•Identifies project responsibilities, by determining the phases and elements of the project, overseeing and co-coordinating the technical aspects of the project, through project coordination meetings and other forms of communication.
•Ensures analysis, design/drawings, planning and implementation of projects, are in accordance with a valid, executed contract, per Company policies and procedures and work instructions.
•Determines project schedule, by studying project plan and specifications, calculating time requirements, timeline, and sequencing of project elements.
•Prepares and distributes a description and timeline of the project.
•Reviews bids from contractors and determines project responsibilities by identifying project phases and elements, assigning personnel to phases and elements of the project.
•Manages activities of Owners Engineer, equipment suppliers and Engineering Procurement Construction (EPC) contractors. (What is Owners Engineer in this context?)
•Makes recommendations regarding preferred contractors, special contract conditions, e.g. supplier cost incentives, and monitors the progress of contract execution and procurement.
•Allocates project resources appropriately and controls project costs, by approving expenditures and administering contractor contracts.
•Prepares the section’s annual operational budget, by forecasting costs and monitors expenditure and cash flow on a regular basis.
•Keeps expenditures within limitations of the project budget, by determining innovative ways of controlling cost escalation.
•Maintains an accurate record and electronic data base of all elements of the project, by maintaining a project data base, writing computer programs, entering and backing up data.
•Prepares project status reports, by collecting, analyzing and summarizing information and trends and recommending actions.
•Prepares interim completion project reports.
•Develops effective working relationships with consultants, stakeholders, suppliers, Government authorities and relevant service providers.
•Negotiates Engineering service agreements and manages associated costs.
•Co-operates with colleagues to facilitate the achievement of Company objectives.
•Develops a climate to facilitate teamwork and the crossing of functional boundaries.
Requirements and experience:
•Degree in Mechanical Engineering with a minimum of 5 years work experience, of which 3 years must be in a refinery/process plant, OR a Diploma in Mechanical Engineering with a minimum of 8 years work experience, of which 5 years must be in a refinery/process plant (Mining industry will be an added advantage)
•Project management – Minimum 1 year experience (Feasibility study, Planning phase and risk management, implementation phase, cost control as forecasting, sustainability)
•Exposure in managing/executing structural integrity of the process plant as per legal requirement.
•Proven experience in multi-disciplinary projects and exposure to research and development work into new / improved project.
•Exposure as a Refinery/Process Maintenance Engineer will be an added advantage.
•Exposure in process optimization and improvement of equipment reliability.
•Understand risk management processes.
•Sound experience in quality management principles and processes.
•Sound interpersonal relationship ability and should be able to work in a multi- national environment.
•Good track record of contract & contractor management, people management and stakeholder engagement
•Valid Code B/BE Driver’s License.
