Introduction
The Payments Association of South Africa (PASA) is looking for a Chief Payments Officer to oversee the management, enhancement, and modernisation of clearing in the National Payment System across all primary payment streams.

The role requires someone with extensive practical experience within a payment eco-system or transactional banking product. The successful applicant will also be able to prove their existing strategic thinking ability and strong organisational leadership skills. Equally importantly, the successful applicant will be able to build consensus across a wide group of stakeholders and move the broader industry to agreeing and achieving common goals.

PASA was recognised by the South African Reserve Bank (SARB) as the Payment System Management Body (PSMB) of South Africa in 1998. In this role, PASA oversees the function of 18 different payment streams ranging from low value debit card transactions to high value bond exchange payments.

In serving its mandate, PASA has supported several initiatives that have shaped the payments landscape in South Africa, including the Rapid Payments Programme and DebiCheck.

PASA strives to employ and profile exceptional candidates into being recognised at an industry and international payments level. The working environment is cordial, but performance driven, with a strong focus on both compliance and modernisation.

The Chief Payments Officer will report to the Chief Executive Officer. Other executives include the Chief Strategy and Change Officer, the Chief Legal and Regulatory Officer, and the Chief Risk Officer.

OVERVIEW OF RESPONSIBILITIES
•Take executive accountability for managing all payment systems of the National Payment System, including rules, processes, workflows, and procedures designed to create and maintain a well-managed and interoperable electronic payments landscape.
•Support, sponsor, and build consensus for change that will help shape the future growth and development of electronic payment systems in the NPS.
•Ensure an effective, functional operating model including effective human resourcing to support end-to-end execution of strategic to operational management accountabilities related to electronic payment systems.
•Form and engage in meaningful relationships with key stakeholders.
•Engage and work with PASA Subject Matter Experts.
Requirements

TECHNICAL SKILLS REQUIRED
•Ability to build consensus and common goals across diverse stakeholders with competing interests
•Operational knowledge of at least one regulated payment system
•Knowledge of the payment systems regulatory framework (specifically the role of the SARB, PCH PGs, and PCH SOs)
•Understanding of the banking environment and different payment channels (in particular digital channels)
•Product management skills which can be applied to payment systems
•Legislation and compliance knowledge related to payment systems
